One Nation will redevelop the Rosebud Hospital through PPP
What is a PPP?
Unlike what the liberals are trying to claim, PPP is not privatisation.
WHAT'S THE DIFFERENCE?
- PRIVATISATION: Government sells the asset. Ownership and control move to private companies.
- PPP (PUBLIC-PRIVATE PARTNERSHIP) : The hospital stays publicly owned. A private company is contracted to build and finance the project, they take on some risks like construction, cost overruns, etc. BUT, it’s the government still sets rules, pricing frameworks, or service standards.
When hospitals are built via PPP Clinical services remain public (doctors, nurses, care). The private sector typically handles the design & construction, the financing, and the maintenance & facilities. As such, they are not “privatised hospitals”.
PPP is a proven model in Victoria, with five of Victoria’s popular hospital having been built on a PPP model:
- Royal Children's Hospital
- Royal Women's Hospital
- Victorian Comprehensive Cancer Centre
- Bendigo Hospital
- Casey Hospital
On the other hand, talking about privatisation...
It was the Liberal party that:
- Sold off electricity
- Privatised gas supply and distribution
- Introduced private prisons
